A bootable installer doesn't download macOS from the internet, but it does require an internet connection to get firmware and other information specific to the Mac model.

did you read my post?
of course i know how to do, but how in sierra? there is no visible rescue partition as in former osx-versions ...
all those programs have these difficulties (as paragon disk manager) to create a rescue media of the mac os sierra rescue partition.
... and the problem was already discussed in the mac forum - and no answer for 1 month !
Steve read your post. His point is that this forum deals with the Windows application and, as such, most of us here are Windows users. While I sometimes use a Mac, I don't feel qualified to troubleshoot the Mac application. The Mac forum is more likely to find a knowledgeable Mac user.

Krahni, sorry but I have no idea of how to answer your specific question about mac os sierra with it's hidden rescue-partition - the last Apple computer I worked with was an Apple II+ which is sitting in my loft in a dusty box. All my current computer systems are either Windows or Ubuntu linux.
